Building strong regulatory institutions and skilled professionals is central to our mission. Through targeted capacity building and training programs, APRC empowers individuals, organizations, and governments to strengthen their regulatory capabilities.

Our initiatives range from technical workshops and leadership programs to customized advisory services, ensuring that stakeholders are equipped with the tools and knowledge necessary to meet evolving challenges in dynamic markets.

Projects

Our Team conducted capacity-building programs in Tarawa, Kiribati, with a diverse group of enforcement officers, legal minds, policymakers, and frontline regulators focused on consumer protection. The sessions covered everything from handling complaints and inspections to price control, ESG integration, and identifying greenwashing, all grounded in practical exercises, peer learning, and real-life case simulations.

With participants from the Business Regulatory Centre, Ministry of Tourism, Commerce, Industry & Cooperatives, Kiribati Chamber of Commerce, Police, and Customs, the training reflected a whole-of-society approach to regulation—where enforcement meets education and policy meets people.

This program was co-funded by PACER Plus and supported by the team at ESG Pacific, who introduced emerging frameworks on responsible business and environmental accountability. The conversations around consumer rights were layered with an understanding of fairness, dignity, and sustainable development—values that resonate deeply across the Pacific.

What stood out most was not just the content, but the confidence gained by participants. The ability to investigate, mediate, write reports, and design communication campaigns wasn’t simply taught—it was practiced and internalized.

There’s something powerful about bringing people together, not just to learn, but to lead.

And when the right guidance, context, and conviction align… institutions grow stronger, and so does trust in them.

The Asia Pacific Regulation Centre (APRC) is proud to support the Price Control Unit of Tuvalu in enhancing consumer protection and ensuring fair trading practices.

As part of this capacity building initiative, APRC, led by our Executive Director Mr. Joel Abraham, joined the Price Control Unit in conducting joint inspections across shops and supermarkets in Funafuti, Tuvalu. These inspections focused on compliance, fair pricing, and consumer rights ,key steps in building a stronger and more transparent market system.

This collaboration highlights APRC’s continued commitment to:

The consultations focused on the upcoming Fair Pricing and Consumer Protection Act 2025, ensuring that the voices of communities are heard and included in shaping policies that matter most to them.

Participants engaged in group discussions and activities, sharing their insights on:

✅ Challenges faced by households and communities
✅ Feedback on how consumer complaints should work

Strengthening Consumer Protection in Tuvalu

The Asia Pacific Regulatory Centre(APRC), led by our Executive Director and Founder Joel Abraham successfully hosted the second round of face-to-face consultations in Tuvalu on the upcoming Fair Pricing and Consumer Protection Act 2025.

This session brought together voices from the private sector, ensuring that businesses have a say in shaping a fair, transparent, and inclusive regulatory framework. The discussions were robust, solutions-oriented, and reflected the shared commitment to strengthening consumer confidence, economic resilience, and embedding ESG principles into consumer protection and market practices. The consultations continue with the government sector, followed by an open public session where the wider community will have the opportunity to engage and provide their input.

At APRC, we believe that good regulation is built through partnership, dialogue, and inclusivity. We’re proud to support Tuvalu in this important step towards safeguarding consumer rights and fostering sustainable, ESG-aligned markets.

Following the initial round with the business community, this session brought together government representatives to examine key provisions of the draft law, exchange perspectives, and identify opportunities to strengthen protections for consumers while ensuring a fair marketplace for all.

The consultation was led by the Executive Director of APRC Mr. Joel Abraham as he reflected the Centre’s commitment to inclusive dialogue. We are encouraged by the strong engagement and constructive contributions shared by participants.

The next round of consultations will focus on the public, ensuring that the voices of all stakeholders are heard in shaping a balanced and forward-looking framework for the Pacific.

APRC hosts Face-to-Face Consultations with Women in Handicraft Market in Tuvalu🇹🇻

On Day 3 of our consultations in Tuvalu, the Asia Pacific Regulatory Centre engaged directly with women from across all islands of Tuvalu. Many were gathered in Funafuti for the National Women’s Forum, which gave us the opportunity to sit with them alongside women from the handicraft market to discuss the upcoming Fair Pricing and Consumer Protection Act 2025.

This session created an inclusive space for women entrepreneurs and artisans to share their lived experiences around market access, fair pricing, and consumer protection challenges. Their insights are vital in shaping a framework that safeguards consumers while supporting small businesses and strengthening community livelihoods.

We are deeply grateful to the women of Tuvalu for their active participation, openness, and commitment to building a fairer and more resilient marketplace for all.
